Anyway, here be the rules:

Progress: As with Sonic 2 & Knuckles, the main aim is to complete the game. However, the more chaos emeralds you collect the better standing you will have.
Time: 5 hours
Tiebreaker: Progress > Emeralds > Time > Deaths (yes, time over deaths this...time)
Limitations: You must only play as Sonic and under the "No Save" option. You cannot select a save file.

As for versions of the game, I think all up to the release on Steam should be acceptable. I would be hesitant to use the Sonic 3 Complete or Angel Island Revisited mods and Sonic Origins is outright forbidden (as you'll have to fight the Sonic 3 final boss - Big Arms/Squeeze Tag Machine - to progress where you wouldn't in the original game).
